Our Advisory Board

The HealthShare NSW Board brings senior leaders from Local Health Districts, the Ministry of Health, and independent members with commercial expertise. Together, they guide our shared services with transparency and accountability, helping us deliver value for NSW Health and improve the experience of patients and staff across the state.

John Roach

Mr John Roach PSM

Board Chair

Prior to his retirement in 2018, Mr John Roach was part of the NSW Ministry of Health Executive Leadership team and at the forefront of managing the financial impact of organisational change, the establishment of organisational-wide financial systems and improving the financial stability of NSW Health. In 2012, Mr Roach was awarded the Public Service Medal for outstanding public service to public sector financial management and accountability in NSW.

In his 18 years with NSW Health, Mr Roach's career has included: Chief Financial Officer and Deputy Secretary, Financial Services and Asset Management for NSW Health; Chief Executive of the former Health Support Services (now HealthShare NSW and eHealth NSW); Director, Financial and Corporate Services of the former South Eastern Sydney Illawarra Area Health Service; and Director, Finance for NSW Health.


Alfa D’Amato

Alfa D’Amato is an internationally recognised leader in healthcare finance, system reform, and digital transformation. Serving as Deputy Secretary and Chief Financial Officer (CFO) for NSW Health, he manages the financial health of Australia’s largest public health system, overseeing an annual budget of over $35 billion. Alfa’s distinguished career in public sector financial leadership includes several key roles within NSW Health, such as Executive Director of System Financial Performance & Deputy CFO, Director of Activity-Based Funding, and Associate Director of Financial Operations. He has been instrumental in implementing the National Health Reform Agreement in NSW and developing nationally consistent activity-based funding models to enhance value-based healthcare funding.

A visionary in public sector financial innovation, Alfa has led major reforms to strengthen financial governance, enhance fiscal transparency, and modernise procurement systems to improve healthcare delivery. His initiatives in building cyber-secure digital financial infrastructure have enabled data-driven decision-making and system-wide efficiency. In addition to his role at NSW Health, Alfa is the Vice President of Patient Classification Systems International (PCSI) and an Adjunct Professor at the University of Technology Sydney (UTS) Business School, where he contributes to public sector finance education and leadership development. His expertise continues to shape the long-term financial sustainability and performance of NSW Health.


Jean-Frédéric Levesque

Dr Jean-Frédéric Levesque, MD PHD FRCP

Deputy Secretary, Clinical Innovation and Research, and Chief Executive, Agency for Clinical Innovation

Dr Jean-Frédéric Levesque is the Chief Executive of the NSW Agency for Clinical Innovation, and the Deputy Secretary, Clinical Innovation and Research at the NSW Ministry of Health.

He is an Adjunct Professor at the Centre for Primary Health Care and Equity at the University of New South Wales. He has a Medical Degree, a Masters in Community Health and a Doctorate in Public Health from the Université de Montréal, Canada. He is a Fellow of the Royal College of Physicians of Canada in Preventive Medicine and Public Health.

Jean-Frédéric brings extensive senior leadership in healthcare systems analysis and improvement, combining experience in clinical practice in refugee health and tropical medicine, in clinical governance and in academic research. He is a member of the HealthShare NSW Board and a member of the Strategic Analytic Advisory Committee of the Canadian Institute of Health Information.

As part of his research portfolio, Jean-Frédéric has published more than 160 peer reviewed publications and his seminal research producing a conceptual framework on healthcare access and inequity has been cited more than 3,000 times.

Originally from Canada, Jean-Frédéric has worked in diverse medical, research and public health roles in Canada, India, the United Kingdom and Australia.


Tracey McCosker

Ms Tracey McCosker PSM

Chief Executive, Hunter New England Local Health District

Ms Tracey McCosker has worked in the NSW public health system for over 30 years, starting as Business Manager for Hunter Area Pathology Service, and then in senior roles across the district’s finance, corporate and clinical services.

In 2012, Ms McCosker was appointed Chief Executive of NSW Health Pathology, leading the establishment of an integrated statewide public pathology service. In 2018, she was awarded an Australian Public Service Medal for outstanding service to public health in NSW.

Ms McCosker has a Bachelor of Commerce from the University of Newcastle, and a Master of Business Administration from the University of Southern Queensland; and is a member of the Australian Institute of Company Directors.

Leading one of the largest local health districts in NSW, Ms McCosker is committed to guiding an organisation that models respect and inclusion, fosters an innovative and cohesive workforce, and is focused on delivering high-quality patient-centred care.


Margaret Bennett

Ms Margaret Bennett OAM

Chief Executive, Southern NSW Local Health District

Margaret Bennett OAM has held senior health executive positions in three states over the last 30 years. Margaret's clinical experience included years in outback Western Australia, working in isolated Aboriginal communities, with the Royal Flying Doctor Service, and throughout the state before transitioning into leadership roles. She is currently the Chief Executive of Southern NSW Local Health District, a position she has held since 2020, and she previously worked as a Chief Executive in the Victorian system for ten years.

Margaret is passionate about leading transformation in healthcare and fostering a workplace culture where innovation, curiosity, connection and partnerships can flourish.


Zorana Bull

Mrs Zorana Bull

Independent member

Mrs Zorana Bull is an Oxford-educated engineer who is passionate about business performance, strategy and transformation. She has over a decade of Non-Executive Director experience with private sector, government and not-for-profit industries and is a Fellow with the Australian Institute of Company Directors. She brings to the Board a keen understanding of business reform, productivity improvement, supply chain efficiencies, major capital program delivery, leadership development and corporate governance.

Mrs Bull is Managing Director of a boutique strategy consulting firm in Australia. She was previously a global Partner with a $500M global technology and consulting firm and Chief Operating Officer of the Australian business. Mrs Bull has held Non-Executive Directorships with Port Authority of NSW, Moorebank Intermodal Company, AirRoad Pty Ltd and Guide Dogs NSW/ACT.


Kevin Daly

Mr Kevin Daly

Independent member

Mr Kevin Daly is a supply chain executive with over four decades of experience in the establishment and operation of successful logistics and human resource businesses.

After establishing one of Australia’s first contract labour businesses, eXtraman, in 1977, Mr Daly oversaw the transition of the company through many and varied business models as a result of natural progression. Today, Mr Daly is the Chief Executive Officer and Founder of eXenet Pty Ltd, which operates as a search and recruitment business specialising in logistics and supply chain expertise and innovation.

Mr Daly brings to the Board a wealth of experience in commercial, industrial, supply chain and human resources. He is also the Principal Advisor to AirRoad Pty Ltd, advising on a broad range of products and services.


Jane Saphin

Ms Jane Saphin

Independent member

Ms Jane Saphin has over 30 years’ experience in the healthcare industry, including 12 years in global product management for two Australian medical device manufacturers, ResMed and Cochlear, and 13 years in senior leadership roles with 3M Australia and New Zealand.

Ms Saphin is currently the Business Operations and Performance Manager at Access Sydney Community Transport, a not-for-profit community organisation. She is also a board member for Seniors Rights Service and voluntary coach for the Harding Miller Education Foundation, an Australian charity that supports high potential, socio-economically disadvantaged girls across Australia. She was previously an Executive Director for 3M Australia and New Zealand and Director and General Manager of 3M Health Care.

Ms Saphin holds a Bachelor of Applied Science in Biomedical Science and is a graduate of the Australian Institute of Company Directors.
